What: A single board of every active use case. Each row carries tier, stage, owner, status, baseline metrics, and next action. Read access is open to all stakeholders; write access is gated to Lead + Champions.

Why: Without a shared source of truth, every stakeholder builds their own mental model. The Tracker is what makes Champions, Sponsors, and Governance argue about the same numbers.

Why: A Champion who hasn't been trained will hide their gaps. Structured onboarding builds confidence before they walk into their first discovery session.
